This means that individuals with a valid concealed [carry](/research/legislation/hb-5014-a-victory-for-special-forces-veterans-in-texas "HB 5014: A Victory for Special Forces Veterans in Texas ") license from one state may be allowed to carry in [states](/concealed-carry-in-texas/better-to-have-an-ltc-and-not-need-it-than-to-need-an-ltc-and-not-have-it "Better to Have an LTC and Not Need It, Than to Need an LTC and Not Have It") with different or no [licensing requirements](/concealed-carry-in-texas/developing-a-personalized-self-defense-plan "Developing a Personalized Self-Defense Plan").

## Background on Concealed Carry Reciprocity
Currently, some states have agreements with other states, allowing out-of-state license holders to carry in those states. Other states have no reciprocity agreements and only issue licenses to residents. This patchwork of laws creates confusion for individuals who want to carry their gun across state lines.

The President Elect's promise is to create a national standard for concealed carry reciprocity. This means that out-of-state license holders would be allowed to carry in states with no licensing requirements or unilateral agreements. This wouldn't be the first time it was attempted. [H.R.38 - 117th Congress (2021-2022): Concealed Carry Reciprocity Act](https://www.congress.gov/bill/117th-congress/house-bill/38) failed to make it out of committee. With a Republican led Senate and House, and a willing Executive, it might be possible.
## Gun License Tourism
One potential consequence of this legislation is "license tourism." Out-of-state residents may travel to states with more lenient laws to obtain a concealed carry license.
